The study by the Anti-Corruption Agency of public procurement in the amount of 3 billion 220 million soums, carried out in two lots on March 31, 2023, by order of the Territorial Department for Use of Roads of the Tashkent Ring Road Unitary Enterprise has revealed a violation of the requirements of articles 10, 14 and 46 of the Law of the Republic of Uzbekistan ‘On Public Procurement’ and a number of other offenses.

In particular, the documents of two entrepreneurs who participated in the procurement of two lots were uploaded to the electronic platform via the IP address of the computer used by the Secretary of the Procurement Commission.

It was also revealed that in this public procurement, the assessment was carried out without the participation of the chairman and members of the Procurement Commission, and their EDS were used by another person to sign a Protocol.

Based on the identified cases, the Anti-Corruption Agency sent a statutory notice to the Unitary Enterprise to annul the protocol of the Procurement Commission. The collected materials were submitted to the Department on Combating Economic Crimes under the General Prosecutor’s Office, and an enquiry was sent to the Committee for Roads for an internal audit.

Based on the statutory notice of the Anti-Corruption Agency, on April 4, the Territorial Department for Use of Roads of the Tashkent Ring Road Unitary Enterprise annulled the Protocol of the Procurement Commission.
