US Experience to Be Applied in Uzbekistan to Effectively Combat Corruption

Delegation of Uzbekistan led by the director of the Anti-Corruption Agency Akmal Burkhanov has recently visited the United States, during which a number of agreements were reached with the US anti-corruption agencies and international organizations.

At a meeting with Edward Kaban, Police Commissioner of the City of New York, the delegation members became familiar with the activities of the police department, in particular, the organization of work to combat corruption and ensure transparency, as well as recruiting process. An exchange of views took place on the areas of identifying corruption crimes, analyzing their causes, maintaining statistics, ensuring transparency of activities and public control in this regard.

Following the meeting, an agreement was reached to introduce US experience in preventing and detecting corruption crimes in Uzbekistan, and to organize joint training for internal affairs officers.

The meeting with John G. Roberts, Chief Justice of the United States, issues of the judicial system, its openness and transparency, and cooperation of the judiciary with anti-corruption authorities discussed. As a result, the parties agreed to develop joint advanced training courses for judicial officers.

Also, the delegation of Uzbekistan held a meeting with the leadership of UNDP, during which the results of cooperation in the fight against corruption were summed up, and further areas of cooperation were discussed, in particular, the issue of creating a Regional Center on Corruption Issues.

The parties also shared views on improving the activities of internal anti-corruption control units and developing a new project in this area. As noted, all countries of Central Asia show interest in this system, and thus it would appropriate to widely spread it through Uzbekistan.

At a meeting with representatives of the US Office of Government Ethics, goals were identified for the implementation of joint activities to train civil servants of Uzbekistan.

An agreement was reached with the Office of the Inspector General to draw up a Cooperation Memorandum to improve the activities of compliance control structures, as well as the implementation of the project эAccelerating anti-corruption reforms in Uzbekistanэ with the support of the US Department of State.

In the future, it is planned to take measures for the widespread implementation in Uzbekistan of I-Act Project of the Global Anti-Corruption Network - a software package that allows identifying corruption risks and conflicts of interest in public procurement.

In order to expand the use of information technologies in the fight against corruption, based on the experience of the United States, the practice of conducting anti-corruption hackathons (software development competitions) will be launched in Uzbekistan. Training seminars will be held for media representatives and press services of government organizations on covering anti-corruption topics.

The World Bank is providing assistance in developing a methodology for assessing corruption risks in the activities of government bodies of Uzbekistan and conducting an institutional assessment of the Agency’s activities. During the visit, a dialogue took place with the leadership of the Integrity Vice Presidency of the World Bank (INT), as a result of which the parties agreed to further expand cooperation in the areas of preventing conflicts of interest, anti-corruption expertise of investment projects, digitalization of public procurement processes, etc.
